This kit is the 1/20 Sayla Mass from the Gundam Chara Collection (Character Collection) line, released in 1981. The Chara Collection is a series of injection-molded figure model kits assembled with glue, molded in a single ivory color. There's no real articulation to speak of, but it's a fun little build where you get to put together figures of Gundam's main characters.

The fourth entry in the series is Sayla Mass, the original heroine of the Gundam series. She's a member of the Federation forces, but she's probably even better known as Char Aznable's sister. One interesting thing to note is that two different right arm options are included, though the difference is pretty subtle — basically just a closed fist versus an open hand, so they don't look all that different from each other.
