This kit is the SD Musha Tallgeese, released as part of the Shin SD Sengokuden Mushin Kirakou series. It's based on the Tallgeese from Gundam W, and you can definitely catch that Tallgeese vibe in the backpack and Dober Gun.

This kit can be configured in quite a few different ways. First, applying just the shield and shoulder armor to the light armor type gives you the Ryoja (traveling) form. Rearranging the weapons lets you build the Jinken form — a large sword shape — which can later be used as a weapon in a collaboration with the SD Kishin Daishogun Saryuukou released afterward. And the most fun configuration has to be the three Rio forms: add the Rio face parts to the light armor type, then apply three different weapon loadouts to get the Kaku, Zan, and Tou forms.
