This kit is the HG Gundam Livelance Heaven, released as the second entry in the Gundam Breaker Battlogue series. It's essentially a variation kit based on the HGAC Deathscythe, with 4 new runners added. Three of those runners carry the "HG Deathscythe Hell" name on them — a kit that hasn't been released yet. In other words, it's pretty much a heads-up that an HGAC Gundam Deathscythe Hell is on the way, and it's not the first time we've seen a variation drop before the original kit.
While it's based on the dark-colored Deathscythe, the overall bright color scheme gives it a completely different feel. More than half of the exterior is newly sculpted, and since the default look features the active cloak spread open, it's quite visually distinct from the original kit. On another note, the beam parts for the beam lance are reused from the HGUC Sinanju.
Since the inner frame is based on the HGAC W series, the signature hip and waist joints carry over as-is, and they still deliver excellent articulation and solid joint strength. The active cloak in particular — which needs to fold, unfold, and rotate in all directions — holds its position really well at any angle, which is a relief. It means you can handle and pose it freely without any stress.
All in all, this is a really well-made kit, thanks to the active cloak that spreads out dramatically yet locks in firmly, plus the great articulation and joint strength from the HGAC W series frame. If the style appeals to you, it seems like a great kit to build alongside the HG Gundam Helios. :-)
