This kit is the Grimoire Red Beret, released as a Build Divers HG. It's based on the HG Grimoire that came out in the Gundam Reconguista in G lineup — and the design was already pretty similar to begin with, but now the color scheme has been changed to something very Scopedog-from-Votoms-esque. 

The body design sees changes to the shoulder and knee structures, with a new backpack and weapons added on top of that. The big highlight is the large backpack that stores 2 Mini Moas inside. The green and blue Mini Moas are basically the Grimoire's head with small legs added, and each one can store a plasma knife in the back or have it plugged into the small left arm.

The main weapon, the assault rifle, can be broken down into multiple pieces and used separately as a grenade launcher, pistol, submachine gun, and more. There are also added gimmicks for the Scissor Claw on the knees and the Inline Dash on the feet.

Overall it's a kit with solid articulation and joint strength — pretty much on par with the HG Grimoire in terms of build quality. But the more familiar color scheme and the extra gimmicks give it a fun, charming feel. Personally, the Grimoire was already one of my favorite kits from the Reconguista in G lineup, and getting this updated version makes it feel like an even better package. :-)
