This is the HG Gundam Tertium, released as part of the Gundam Build Divers Re:Rise series. It's a variation kit of the previously released Gundam Seltsam — the molded colors have been brightened up, head antennae and a right arm have been added, while the original weapons have been trimmed down. The body itself is almost entirely the same, but the color change makes it look quite a bit different than you'd expect.
The large Seltsam Arms are gone, replaced by a right arm that matches the left, giving it more of a proper MS look. The articulation and structure are identical to Gundam Seltsam, so you get decent articulation with joints that are a little on the loose side. That said, with fewer weapons and smaller arms compared to Gundam Seltsam, it does feel relatively more stable in that regard.
As for new weapons, two rifles are included along with two beam sabers. There's also an extra open hand with a peg meant to hold the beam saber in place, but the hole on the beam saber is too large for it to fit properly. It feels like they just threw in a hand from some other kit without really thinking it through. On top of that, even the standard open hand that comes with the kit feels loose when gripping the beam saber — it's hard to shake the feeling that this was all a bit slapped together. (-_-;)
To sum it up, it's basically a color variation kit, but the color difference is significant enough that it looks pretty decent visually. And since the joint stability is actually better than the original kit, I'd say it's at least more recommendable than Gundam Seltsam. :-)
