This is the HG Gundam Tertium, released as part of the Gundam Build Divers Re:Rise series. It's a variation kit of the previously released Gundam Seltsam — the molded colors have been brightened up, head antennae and a right arm have been added, while the original weapons have been trimmed down. The body itself is almost entirely the same, but the color change makes it look quite a bit different than you'd expect.

The large Seltsam Arms are gone, replaced by a right arm that matches the left, giving it more of a proper MS look. The articulation and structure are identical to Gundam Seltsam, so you get decent articulation with joints that are a little on the loose side.
