If you look closely at the runner labels, the runners are divided between the name "Dom R35" and just "Dom".
Runners exclusive to the Dom R35.
Runners of unknown origin labeled as "HG Dom".
My guess is they're planning to reuse these for another Build Fighters kit or maybe an HG Dom Revive(?) or something like that.
