This kit is the HGUC Unicorn Banshee Unicorn Mode Clear Ver., released as a Bandai Online Shop - Club G exclusive, and was released alongside the Destroy Mode version.

Since it's Unicorn Mode, the overall look is naturally plainer compared to Destroy Mode, so the finished kit feels a bit on the bland side. ^^; On top of that, the deep dark blue clear armor is so heavily tinted that you don't really get that see-through effect you'd expect from a clear kit.
