This kit is the Alternative Humanoid Jesta from Kotobukiya's Hexa Gear lineup. Unlike the regular humanoid kits, it looks like a cyborg robot — just as the name suggests. Structurally it's pretty much the same as the existing Governor series, just with a different design.

The Ortros interchangeable bayonet is included as a weapon, and it can be swapped onto either forearm. Joint strength and articulation are solid enough to pull off a variety of poses. That said, there aren't really any other weapons or accessories included, so putting together more varied scenes is a bit tricky.

It's a noteworthy kit simply for the fact that a Governor-style kit in robot form has been released at all — and if you like the look of it, it's a decent enough quality kit that's worth a fun build. :-)
