It's essentially an all-in-one gift set that includes all the parts from #2 Panel Option A and #3 Lift Option A, plus additional parts on top of that.

In practice you'll find yourself a little short on Joint B and with a bunch of Joint D left over, but the manual does provide 6 example builds in total, covering both single-staircase and double-staircase setups. The joint parts are a bit complex so it takes more time to assemble than you might expect, but since everything locks in from all directions, the finished build is quite solid and stable.
