This kit is the Governor Warmage Cerberus, released as part of Kotobukiya's Hexa Gear series. It's a companion kit to the simultaneously released Governor Warmage Hatcher — the head, shoulder armor, and weapons are different, but about 90% of the body is made up of identical parts. On top of that, unlike the desert-colored Hatcher, Cerberus has been switched to a blue color scheme.

So all the characteristics of the main body are identical to the Governor Warmage Hatcher, and it shows excellent articulation along with solid joint strength. Thanks to an improved structure over the early Governor kits, posing is easy and everything holds together well, making it a real joy to handle. The only downside is that the weapon loadout is just the one large laser rifle, so variety in poses is a bit limited — though the pose where you draw the back-mounted rifle by hand using the dedicated joint parts does look pretty convincing.

Either way, it's a clean, quality kit, and if the style appeals to you, it's definitely a fun one to build. :-)
