It's a 100% pure color variant that simply swaps the molded color of the previously released light-blue Scarecrow to an olive drab — no parts have been changed or added whatsoever. So all the structural features are identical to the original, and it's still a solid, well-made kit with wide articulation, a variety of gimmicks, and decent stability.

Just like before, you can collaborate with humanoid Governor kits or girlplas, and the manual actively recommends pairing it up with other Forest Color kits too. The olive drab actually feels like it'll blend more naturally with other kits than the original light blue did. Either way, the only thing that's changed is the molded color, so for this review it should be enough to just focus on how the new color scheme looks. :-)
